T
he mission of Neighborhood Services Code Compliance Division is to provide fair and comprehensive enforcement of City Codes, which includes the regulation of junk, debris, trash, nuisance, weeds, zoning, and rental/leased property maintenance.

Code Compliance plays an important role
in preserving the attractive appearance of neighborhoods in the City of Fountain. Fountain's Code Compliance Officers work closely within the community to protect public health, safety, and welfare through the comprehensive and equitable enforcement of City Ordinances, also known as City Codes, related to nuisance and land use violations. Officers enhance and safeguard the quality of life in our community through education, guidance, and special projects.
The goal of Code Compliance Officers is first to achieve voluntary compliance with our City Codes by the property owner, and secondarily through code enforcement procedures by utilizing Notices of Violation, Municipal Court, and the Abatement Process.

Fountain Recycling Center Opening Again on Tuesday, May 5, 2020 with COVID-19 Social Distancing Measures
The Recycling Center will be closed December 22nd, 23rd and 24th, 2020.
- Hours of operation: Tuesdays, Wednesdays, and Thursdays: 10:00 am to 1:00 pm
- Staff is not able to assist customers with unloading or sorting of items.
- Access into the Recycling Center will be controlled by staff to allow only two vehicle(s)/customer(s) within the Recycling Center at a time.
- Recycling Center will be open for customer drop-off only, there will be no access to volunteer garden or community library.

In light of the on-ongoing changes to the situation regarding the spread of COVID-19 in the region, Fountain Neighborhood Services Code Compliance Division will be implementing the following procedures effective immediately through the end of the month.
- Code Compliance Officers will be observing “social distancing” practices whenever possible by limiting citizen contact to phone call, e-mail, and use of the on-line “virtual City Hall” system. This system may be accessed by visiting our website and clicking on the MY FOUNTAIN logo at top of the homepage.
- Response to Citizens’ complaints received during this time period will be based on effect to the safety, health, and welfare to citizens and neighborhood.
- Code Compliance Officers will grant extensions for compliance as appropriate.
- Citizens with an upcoming court appearance should contact Fountain Municipal Court at (719) 322-2045 for possible changes to their court date.
- Code Compliance Division main phone line is (719) 322-2032 and messages are checked daily.
Other changes to programs offered by Neighborhood Services Department are:
- Child car seat safety checks and assistance with installation is suspended until further notice.
- Scheduled Neighborhood Clean-up Projects are suspended until further notice.
