LEWIS
Frank Lewis
Patrol Commander

Commander Frank Lewis was born in Wurzburg, Germany.  His father was a Master Sergeant in the United States Army and completed two tours in the Vietnam War. When Commander Lewis was seven years old, the entire family re-located to Detroit Michigan.  Following his father’s lead, Commander Lewis joined the National Guard in 1985 and proudly served until the end of his tour. After completing his time in the National Guard, he decided he wanted to continue to serve his community so in 1989 he joined the Detroit Police Department.

He spent his first 11 years working as a patrol officer assigned to the Special Operations Unit and the Narcotics and Vice Unit before promoting to Sergeant. As a Sergeant, he was assigned to work in the Intelligence Unit, Internal Affairs and the Executive Protection Unit.  In 2006, he continued to climb the ranks and was promoted to Lieutenant where he helped lead the Narcotics Enforcement and Forfeiture Unit.  Finally, he was promoted to the distinguished rank of Commander where he was responsible for overseeing various patrol districts within the city. Towards the end of his career as a Commander with DPD, he was in charge of Detroit’s Major and Organized Crime Units. In this role he was responsible not only for his own officers but for many others from various federal and local task forces, Homicide Units, and Vice and Narcotics Units.

After 24 years of dedicated service to the City of Detroit, Commander Lewis retired and relocated to Fountain, Colorado where he brought his talents and expertise to the Fountain Police Department as an Assistant Training Coordinator.  After almost 2 years as a civilian with the Police Department, Commander Lewis wanted to give back to the wonderful city he now calls home so he became a Certified Law Enforcement Officer through the State of Colorado. There was an opening available as a School Resource Officer at Welte Education Center and Commander Lewis gladly stepped into this role. While in this position he not only impacted the staff, but also the students with his unwavering care, compassion and dedication.

Commander Lewis brings over 25 years of experience to the City of Fountain and the Fountain Police Department as the Commander.  He works under the direction of Chief Heberer and is extremely passionate about continuing the mission of making the Fountain Police Department the most respected, caring and efficient Police Department in the region.

During his senior year of high school, a Phoenix Police Officer came to give a presentation on being a police officer and all the job had to offer. It was from that point forward that law enforcement was going to be his chosen profession.

He attended Glendale Community College and graduated with an Associate Degree in Administration of Justice in 1990. He immediately went to work for the Maricopa County Sheriff’s Office specializing in detentions and courts. In 1997 he was able to obtain a job with the Scottsdale Police Department as a civilian Police Aide, where he worked as an Advanced Accident Investigator, Civilian Criminal Investigator, 911 call taker, and Field Training Officer. In 2000, he was one of six candidates selected to attend the Phoenix Regional Police Academy and graduated as a sworn police officer. While working for the Scottsdale Police Department he was assigned to Patrol, Field Training Officer, and Investigations.

After marrying his high school sweetheart in 2013, the decision was made to retire from Scottsdale Police and move to Colorado with his wife and her two children. His first visit to the City of Fountain included a tour of the police department, where it was an easy decision to continue his law enforcement career. In April of 2015, Mark was hired by the Fountain Police Department as a Patrol Officer working the midnight shift. Soon he would work his way through the ranks of Corporal, Detective Sergeant, and Special Operations Lieutenant. In 2020 he obtained his bachelor’s degree in Organizational Leadership in Law Enforcement and was promoted to Commander, January of 2022. As a Commander he will oversee all administrative functions of the police department as well as continue to supervise Special Operations/Investigations and all civilian staff.
