Fountain’s “Hometown Heroes” Military Appreciation Banner Program allows families to purchase a military appreciation banner on behalf of their immediate family member that is currently serving in the U.S. Armed Forces, or is an Honorably Discharged Veteran of the military.  This program is designed to honor the men and women who serve our Nation and Community.  These banners are displayed for approximately one year on designated street light and/or power poles along major thoroughfares in the City of Fountain and its Utility Service Area.  The program is funded primarily through the applicant fees ($70 per banner) paid by banner sponsors, as well as donations provided by residents and businesses in the community.

Banner Guidelines

  1. To qualify for a Banner, the following criteria must be met:
  1. The honoree is a current member of the United States Armed Forces, including members of the Reserve or National Guard or, an Honorably Discharged Veteran of the United States Armed Forces.
  2. The honoree is either a current resident within the City of Fountain or its Utility Service area or has immediate family that are current residents within the City or Utility Service area. Immediate family is defined as spouse, children, parents, grandparents, or siblings.  Exceptions will be evaluated on a case by case basis.
  1. Banners will typically be placed in early January and removed in late November, in conjunction with City utility personnel removing and placing holiday decorations.
  2. Sponsors must submit a completed banner application to the City Clerk’s office, along with payment for the full banner cost. The banner application and payment is good for a period of approximately 11 months, as indicated by #2 above.
  3. Since banner locations are limited, banners may be purchased on a first-come, first-served basis. If no current locations are available, the sponsor will be placed on a waiting list if they desire. Active Duty Service Members will receive priority on the waiting list, then Reserves or National Guard, then Honorably Discharged Veterans.  As locations become available, the sponsor at the top of the waiting list will be contacted first to determine their desire and/or eligibility to submit a banner request.
  4. At the end of the display period, banners will be removed and offered to the sponsor or the sponsor’s designee. If locations are available, a sponsor can pay the applicable fee and renew their application for an additional year or be placed on the waiting list.
  5. A sponsor may request the general area where they would like their banner displayed. However, to avoid conflict between requests banners are typically located at the discretion of the City.
  6. Gold Star honorees. For current active duty military personnel who give the ultimate sacrifice in service and who meet the above criteria, the City of Fountain will provide a Gold Star banner to display for one year – at the discretion of the Gold Star service member’s family.  Arrangements will be made with the family relative to timing and location.  Gold Star honorees receive the highest priority in banner placement.
  7. While the banners are located on City poles, they are considered the property of the City. The City reserves the right to remove or relocate a banner at its discretion. The City will periodically inspect banners; however, the City shall not be responsible for damage to banners falling off the poles due to extreme weather elements or other unforeseen events.
  8. The City does not intend to designate City street lights or power poles for expressive activity or to render these same poles into a public forum for expressive activity.
  9. Poles used for the Banner program are limited to those poles that have been identified and designated by the City of Fountain as safe and appropriate for placement of a banner.
