Capital Improvement Project Page

As the City of Fountain grows, we are continually investing in important infrastructure that maintains and improves the reliability of our electric system and the quality of life for our community.

This is done through various Capital Improvement Planned Projects (CIP) that are approved through our esteemed City Council during the bi-annual budget planning sessions, as well as partnerships with our local school districts and developers that are working in our area.

CIP & Current Projects:

In Process:

Project Name:

115 kV Transmission Line Construction Project
Began: August 2018

Project Overview:

The new 115 kV Transmission Line Construction Project will be the first project of this magnitude that the City of Fountain Electric has completed. To ensure reliability of Fountain’s power grid, a transmission loop is being developed that will connect the North Fountain Substation to the future substation that will be located on the eastern portion of our electric service territory.

Estimation of Project Time Frame:

Construction began the week of August 13, 2018 and will be ongoing for approximately 2 years.

The City’s Electric Department crews and contractor began the process of installing conduit that will house the new electric infrastructure out of the North Fountain Substation in conjunction with the new Duckwood Rd. alignment prior to paving operations in the public utility easement provided.

How will this impact traffic in the area?

As construction continues on this project, we anticipate a lane closure to impede roadway traffic beginning March 9, 2020.  This will take place on the east bound lane of C&S Road and Legend Oak Drive to Valley Ranch Point.

Should additional lane closures take place we will keep our community informed both here on our website and through our Facebook page.  We thank you in advance for your patience and understanding as we strengthen the backbone of our infrastructure to ensure reliability to our community.

Will there be any Lane Closures?:

There are no lane closures at this time in conjunction with this project.

We apologize in advance should any future lane closures be necessary that would cause an inconvenience for our community and appreciate your understanding while these operations are completed.

Project Name:

200 Amp Secondary Upgrade Project
Began: February 12, 2019

Project Overview:

This project is to complete electric underground upgrades to lines that have reached their life expectancy.  Ensuring reliable electric service and accommodating an increase in load demands from 100 amp service to 200 amp service availability.

The corrosive soil in our area has caused the external conductor on these lines to deteriorate, causing underground faults / outages to occur.  We anticipate these operations to continue to be required until all of the underground lines in the electric service territory that were installed in 1970 have been replaced with new cable.

The City has contracted through Ranger Underground to complete the boring portion of this project with our electric crews pulling in and terminating the new electric lines once they are installed.

We are currently working in the Little Ranches Subdivision of Fountain in the south eastern portion of our system.

As this project progresses, it will require that crews access utility easements located on your property, and will need to schedule periodic outages to complete this work for safety purposes.  If you will be affected by a scheduled power outage, you will be notified with a door hanger 24-hours in advance.

To ensure the safety of our public and our contractors, the City of Fountain issues a Contractors ID Badge so these individuals will be readily identifiable.  For your convenience, we are adding a photo here of their company logo that you may see on their equipment.  As always, if you have any questions or concerns about anyone stating they work with the City of Fountain, please contact us at 719-322-2010.

Estimation of Project Time Frame:

This project is anticipated to continue until all underground lines that were installed prior to 1970 are replaced throughout the Electric Service Territory.  Estimated date of completion would be end of 2022 providing no delays are mandated due to funding, project urgency or cost of materials.

Will this impact traffic in the area?

As construction continues on this project, we do not anticipate our operations to impede roadway traffic in the area as the majority of the operations required are located within the Utility Easement in the rear lot of most properties.

Project Name:
Power Pole Rehabilitation

Began: March 29, 2019
Completed:  2019

Fountain Utilities Electric crews and their contractor, Main Electric, began rehabilitating power poles in the areas of Widefield, Security and Fountain.

Crews may reinforce the power pole with steel trusses (i.e. reinforcement supports) or replace the pole in its entirety.  This may require that crews access utility easements located on your property, and possibly have to schedule outages to complete this work for safety purposes.  If this is the case, you will be notified with a door hanger 24-hours in advance.

To ensure the safety of our public and our contractors, the City of Fountain issues a Contractors ID Badge so these individuals will be readily identifiable.  For your convenience, we are adding a photo here of their company logo on one of their trucks.  As always, if you have any questions or concerns about anyone stating they work with the City of Fountain, please contact us at 719-322-2010.
