Requirements for voting in the November 5, 2019 Coordinated Election are:

  1. Must have attained the age of 18 years.
  2. Must have a form of identification.
  3. Must be a citizen of the United States.
  4. Shall have resided within the City of Fountain and in the applicable Ward thirty (30) days immediately preceding the election.
  5. Shall have become a registered elector by registering to vote or in the Office of the El Paso County Clerk & Recorder, 200 South Cascade Avenue or by mailing a registration form to the El Paso County Clerk and Recorder.

The last day to register in order to vote in the November 5, 2019 Coordinated Election is Tuesday November 5, 2019 (In person at the local polling location)

This is a mail-ballot election. Drop off box location is at 222 N. Santa Fe Ave (North side of the Police Building)

General Information

The City of Fountain’s regular municipal election will be held on Tuesday, November 5, 2019.  This election will be coordinated by the El Paso County Clerk and Recorder Office.  At this election, persons registered to vote as of November 5, 2019 will have the opportunity to vote for Ward 2 and, 2 At-Large Council Member positions.
Individuals elected as Council Members will serve four-year (4) terms.  All municipal elections are nonpartisan and nomination is done by petition.

Nomination Petitions

Municipal candidates are all nominated by petition.  Nomination petitions can be obtained from the City Clerk’s Office beginning August 6th, 2019 and must be returned and filed in the City Clerk’s Office no later than 5:00 p.m. August 26th, 2019.

Nomination petitions for all candidates must be signed by at least 25 registered electors.  Petitions for the Ward 2 candidate may only be signed by registered electors residing in Ward 2.  The petitions for At-Large candidates may be signed by registered electors residing anywhere within the city limits.   Any petition which is deficient in the number of valid signatures may be amended no later than August 30, 2019.

A person may announce his or her candidacy at any time.  Once a public declaration of candidacy is made and an expenditure or contribution is made to the candidate or committee for the candidate, then the candidate must complete and file the Candidate Affidavit form with the City Clerk within 10 days.

John Doe lives in Ward 2- He may sign both the Ward 2 and At-Large petitions.

Jane Doe lives in Ward 1- She may sign the At-Large petitions only.

Jim Doe lives in Ward 3- He may sign the At-Large petitions only.

Fair Campaign Practices Act

The reporting requirements of the Fair Campaign Practices Act apply to all candidates.  All forms required by the Act must be filed with the City Clerk.  It is the responsibility of the candidate to become familiar with and follow the provisions of this Act.

CRS 1-45-108 (II) Such reports that are required to be filed with the municipal clerk shall be filed on the twenty-first day and on the Friday before and thirty days after the primary election, where applicable, and the major election in election years and annually in off-election years on the first day of the month in which the anniversary of the major election occurs.
